Toasters and Toast Ovens - Why does it seem like the lower heating element isn’t working?

Solution
There are a couple of reasons why it might appear as if the lower heating element isn’t working:
When you use the Broil or Bagel mode, the lower heating element does not turn on.
The upper heating element is typically much brighter than the lower one, which can make it seem like the lower heating element is not working.
